A proposal to constitutionally define marriage as a union between a man and a woman has gained momentum in Kazakhstan. The initiative was formally raised within the Constitutional Commission and has also been publicly supported by President Tokaev, who called for strengthening the institution of marriage in law while stressing that no criminal penalties should apply for dissenting views.
Conditions
Resolves “Yes” if by June 30, 2026, Kazakhstan officially adopts a constitutional amendment explicitly defining marriage as a voluntary union between a man and a woman, confirmed by enacted constitutional text or official government publications. Otherwise — “No.”
