
Will Russia introduce fines for films that “deny traditional values”?
Russian lawmakers are moving toward tighter regulation of audiovisual content, proposing new penalties for films and online materials deemed to undermine “traditional spiritual and moral values.” A draft bill introduced in the State Duma предусматривает штрафы до 700,000 rubles for platforms distributing such content, up to 3 million rubles for repeat violations, and additional fines for failing to comply with Roskomnadzor removal orders. The rules would apply not only to streaming services, but also to social networks, significantly expanding enforcement across digital platforms.
Conditions
Resolves “Yes” if, on or before March 31, 2026, Russia officially enacts and enforces a law imposing fines or other penalties for films or online content that deny or discredit traditional values, as confirmed by government announcements or reporting from major Russian media.
