
Will Kazakhstan be added to the U.S. religious freedom watchlist after criticism from USCIRF?
The United States Commission on International Religious Freedom (USCIRF) has recommended that Kazakhstan be placed on the U.S. State Department’s Special Watch List for religious freedom violations. In its report, USCIRF cited what it described as systematic restrictions on religious activity, including strict registration requirements for religious groups and penalties for unregistered worship. The commission also criticized policies such as restrictions on face-covering clothing and limitations on religious symbols in schools. The recommendation coincides with the case of Kazakh priest Yakov Vorontsov, who was included in a USCIRF database of individuals allegedly persecuted for religious beliefs. Authorities arrested him in February 2025, and prosecutors later accused him of organizing a drug den — charges that USCIRF argues are linked to his religious activities. USCIRF’s recommendation does not automatically result in sanctions or designation, as the final decision rests with the United States Department of State. The uncertainty now lies in whether Washington will formally adopt the recommendation and place Kazakhstan on the watchlist.
